I don't believe this will fly.  In no particular order:

* With only three bodies (so far) working on it, we almost certainly
won't have a system working reliably with reasonable skills, hardware
etc in that sort of time frame.

* I imagine we wouldn't even look at what policy we might put in place
for 'non plug' events until after it's all working and proven at a
plug event.

* Finding enough skilled PLUG-AV bodies who would be willing to
contribute time to a non PLUG event no matter how deserving.

I realise I opened the 'use the kit for non plug events' can of worms,
but I think the time frame for doing that is going to be quite long.
I'm thinking it's in the order of many months /minimum/.  We have a
long way to go first.  ;)
