[PLUG-AV] HDMI2USB Numato Opsis board update

I did get to see them in action at the conference and have a look at the
hardware. A couple of what looks like Gnome bugs, they seemed to be
reasonably reliable.

I believe they were using Voctomix for at least some of the recordings.
It's under active development and looks to be getting close. I know a bunch
of GStreamer devs were helping with some patches at the conference.
