Usually run from inetd.

See what happens when you do this:
[summer at emu indexes]$ telnet localhost
ftp
Trying 127.0.0.1...
Connected to localhost.
Escape character is '^]'.
220 emu FTP server (Version wu-2.4.2-academ[BETA-17](1) Tue Jun 9 10:43:14
EDT 1998) ready.

Here's mine:


[summer at emu indexes]$ locate ftpd | grep bin | grep -v live
/usr/sbin/in.ftpd


True I'm running RedHat, but those commands should find it on your system.
If it's not there, i suggest you reinstall it.
