Check the /etc/inetd.conf. It sureley will have an entry already.
When a request for the ftp port arrives inetd will fire up the ftp daemn.

It is usually run from inetd.
One advantage of this is the oppertunity to use the tcp wrappers for additional
access control.
That is additional to the features of wu-ftpd.
