[plug] question marks for apostrophes

Many e-mails and web pages arrive on my screen with question marks
where apostrophes should be, or sometimes other places.

Somehow I suspect Microsoft is to blame for this. (OK call me paranoid.)

Is there some way to specify a better mapping from MS to iso8859-1 ?
Is this a MIME thing?

Of the sparkling wines, the most famous is "Perth Pink".  This is a
