A regular dump of the arp cache (with the arp command) should give you a good 
idea of used addresses. It would need to be fairly frequent since they will time 
out of the cache fairly quickly.

Alternately you should be able to put your interface in promiscuous mode and 
listen for arp requests with tcpdump. Perhaps someone on the list can help with 
the tcpdump command to get only arp requests.
