[plug] What is a 'bzip2' file?

Since I missed the Gimp talk this week, I (naturally !) started to play
with Gimp. Having got thoroughly confused, I downloaded the HTML version of
the user manual from manual.gimp.org. However, the file suffix is 'bz2',
and file claims that it's a 'bzip2 compressed data, block size = 900k'.

What do I uncompress it with?

I've tried gzip & unzip, neither of which work, of course.

There doesn't sem to be anthing on the machine to handle bzip2 file types.

Any advice will be gratefully received.
