The IP address of your machine (202.135.89.240) resolves to the name
slip202-135-89-240.hk.hk.ibm.net, but slip202-135-89-240.hk.hk.ibm.net
does not resolve to anything. Your gw probably has the line
"ALL: PARANOID: DENY" in /etc/hosts.allow or ALL:PARANOID in
/etc/hosts:deny, which tells tcpd that it is not to accept connections
from hosts where the reverse and forward DNS entries do not match.
Contact "ibm.net" and tell them to add forward DNS entries for those
hostnames.
