I thought the whole point was that content filtering doesnt work?
The first step in this project would be for one person to try and find a
workable design. Submit it for review, start again :)

For small kiddies, you could give them a proxy server with a "white list"
of approved sites, and its own search engine, index etc to make it useful.
That would be a good way for an ISP to add value, and maybe increase
margins. Does this sound more workable?
