The problem is that it seems that Senator Harridine doesn't understand that
the very reason that you get all of these "porn" pages is precisely the same
reason why trying to censor them is impossible (at least - not automatically
anyway) - because to a computer, there is no difference between a page
containing info on "breast cancer" and "breasts for display"... this very
fact is what makes the "censor software" break all the time - or censor
things that ought not to be censored -ie. breast cancer pages.
