[plug] MP3 Studio question

I have been playing with MP3 Studio and trying to install it.
In the "Readme" file item 3 says:

    Make sure you have installed Tcl version 8.0 and the Fraunhofer
    utilities version 2.71 or 2.72. It is important that the files 'l3enc'
    and 'l3dec' from Fraunhofer are either in your path or in the same
    directory as the MP3-Studio.

While Tcl is not a problem, I have not been able to find anything that goes 
by the name of "Fraunhofer utilities", be they version 2.71 or 2.72. And a 
search of my entire system fails to reveal anything that claims to be "l3enc".

Can anyone point me in the wright direction please?
