There is a 'demand' option built into pppd, and a few related options, 
that bring the link up when it sees a packet to go over the link and 
bring it down after a specified period of inactivity.  But, it's broken 
with 2.0 kernels (I spent quite some time trying to hack it to work, 
before 2.2 was released).  Put in a 2.2.1 kernel and it will work 
beautifully.
