[plug] squid error

I have had squid running as a proxy server for a week or so (on our network,
which has a 64 kbps link out).  Now I'm getting "network error"s when using
squid from Netscape clients on the network.

What debugging steps do I take?

I've confirmed squid is running with ps aux, with this result:

There do not seem to be any errors in /var/log/messages.
