WindowMaker is ideal for these situations, KDE would bring those machines to a 
halt. I am involved with a similar config, but slightly more RAM. WindowMaker 
is fine but what is needed is a lighter browser than netscape. Definitely get 
Navigator not Communicator, you may even want to check out gzilla. Search 
freshmeat for browser.
