You mean a "winmodem"?
(as in, it's not really a modem because it lacks an onboard CPU, for DSP
processing, and instead depends on the host cpu to do all that, and as
such requires a special driver to talk to it, the source of which, of
course is proprietary)

Take it back to the shop/wholesaler you bought it from and buy an ISA
modem.
