The minimum swap should equal the amount of RAM.  (16M is the min swap according to the RedHat install guide).  The book also says that 127 M is the max useable swap.  You can create more than one swap partition.  

The Essential Sys Admin book is not particularly linux specific, but the O'Reilly Running Linux (Welsh and Kaufman) has a section on building the kernel.
