Hmmm, I built a database system recently with 128 Mb of RAM and a pair of
200 Mb swap partitions (you see I come from a background where for DB
servers swap=RAM*3), and found that much of it wasn't recognised, let alone
used.

I found (eventually) the same information that you've quoted, but I think
it's an omission for Linux not to recognise large amounts of swap -
particularly in a database environment.
