I use xntp to update my linux box with the CSIRO's atomic clock. I also run
samba which means I can issue a net time to that box from my Win box.
Alternatively there is a program known as Tardis which can run as a time
server/client for windows machine. You'll find a copy at
http://www.winfiles.com

The xntp doco is pretty good and it is not that hard to configure.
