[plug] ppp errors

There is an outstanding Debian bug report about this but surely this
is not being experienced by everybody because it slows my link down
enormously!

Both client and server are running kernel 2.2.2 and ppp/ppp-pam
2.3.5-2.  The modem is not the problem, neither is the firewall. 
libpam is 0.65-0.9 on both systems.  The problem only seemed to start
after I upgraded the kernel from 2.0.36.  Both systems are hamm,
partially upgraded to slink.  My ppp options files on both machines
look pretty much like this:

asyncmap 0
auth
crtscts
lock
modem
proxyarp
noipx
persist

Does anyone know of a way to fix this problem without downgrading the
kernel?
