Before the Internet, there was FIDOnet, AKA Fight-O-Net.

Heck, it's basic human nature to make rules and restrictions for _other_
people. Very few say "lock me up, please, because I can't stop myself
from (insert favourite antisocial behaviour here)." Worse still, the
police usually say "no!"
