[plug] Dumb sendmail question

I've just been setting up things so I can use fetchmail and procmail to
get my email from my ISP's server, and sort it into folders (having
discovered that most of the graphical email programs I've been trying to
use are pretty hopeless, I've switched to PINE).

But whenever I run fetchmail, I get something like this...

45 messages for rjwiffen at mail.inf.net.au (175245 bytes).
reading message 1 of 45 (3758 bytes) .fetchmail: SMTP connect to localhost 
 failed: Connection refused
fetchmail: SMTP transaction error while fetching from mail.inf.net.au
fetchmail: Query status=10

The only way I've been able to get around it is to log in as root, shut
down sendmail and restart it (after dialling up).  My sendmail.cw looks
like this:

# sendmail.cw - include all aliases for your machine here.
#inf.net.au
#mail.inf.net.au
winona.inf.net.au

The commented lines have the same effect, so I added the third one as an 
experiment - same thing.  Am I doing something totally stupid?  It sucks
having to restart sendmail each time I start up.
