Just like any decent ISP currently sniffs for things like "winnuke",
"teardrop", "land" etc. - things that can be detected easily from the
outside by the packet-sniffer-dogs. Australia Post doesn't tend to open
your mail...

At any rate, a courier service would be a more appropriate analogy. They
are a commercial third party who transfer packets from one point to
another - the content is none of their business and in no way their
responsibility.
This is the role of the ISP.
