Michael,
Do you need sendmail? It might be easier to tell fetchmail to use procmail
directly as it MDA.

  The real problem is that the 'real' addressee may not even be in the
e-mail file., e.g. a BCC. But hopefully your ISP mailserver adds a
"Received:" line to the header, which gives the real addressee. Use that
to determine the destination mailbox, not the TO rule.
