[plug] X KDE startup for users (was Debian apt-get through a proxy)

An addendum, in case others have the same problem:

In my reply to Nick yesterday I mentioned adding a default line to .wmrc. Doh!
That was only half the story [Steve re-installs his memory]. I also checked
/etc/kde/kderc, uncommenting the Users= line and re-adding all the users
(including root) who have access to X. How it came to be broken
in the first place is still not clear to me. I had been playing with KDE (I
usually work from the command line) so perhaps something I did
defaulted/overwrote kderc. Anyway, 'tis fixed until I break it again  :-)
