I don't know about the mcrypt BUT the RedHat 7.0 beta comes with:
php-4.0.1pl2-5.i386.rpm
php-imap-4.0.1pl2-5.i386.rpm
php-ldap-4.0.1pl2-5.i386.rpm
php-manual-4.0.1pl2-5.i386.rpm
php-mysql-4.0.1pl2-5.i386.rpm

I cant see any SRPMS in the mirrors i've checked.
