Thats one way. If you un-tar with the right options it will come out
close, e.g. previously hard-linked files might become separate.
Directory dates may be wrong. Try it.

  A "perfect" way is to use dd or cp on the partiton device.

I see redhat now includes dump/restore for ext2. See man page, or
     http://dump.sourceforge.net
