If you can view webpages, you can telnet.

A friend of mine worked at Main Roads WA, and all their workstations are
on the 10.x.x.x network, with no masquerading, so all they have access to
is the web via a proxy server.  With httptunnel he was able to telnet into
my machine. Worked well too.

You can even get creative and run pppd over the http tunnel, and then
perhaps ssh over that link. :)
