You would have to change an xdm setting. On my (Mandrake) machine, you should be
able to edit /etc/X11/Xsession and add one word ("/dev/console") to the for
statement on about the 8th line of the file. Most RedHattish machines should be
very much the same.
The process I used to arrive at this conclusion was:
1. man xdm
2. hunt for xdm-config or similar (find /etc/X11 -iname "*xdm*")
3. read /etc/X11/xdm/xdm-config, see it invoking Xsession
4. Read /etc/X11/Xsession
