[plug] re; Windows NT vs Linux

Old hat - been argued to death.

Principal points of argument were:
 - This trial was run with optimised MS stuff and out-of-the-box Linux stuff
 - The time that NT was crashed was not taken into account!
 - various limitations of IIS vs Apache.
