Thanks for that.  It turned out that I simply hadn't restarted klogd on
the firewall.  :(

sorry missed that.   syslog uses (according to /etc/services) UDP port
514
check that out to make sure it isn't being filtered.

I'm farly certain that you don't need any entries in
/etc/hosts.{allo,deny}
