Yes. You need a serial cable with a level-converter (1 chip + caps).
Many phones take AT commands. There is a GSM standard for AT commands
to send SMS, read/write phonebook, etc.
  On Linux, there is the gnokii program for talking to nokias, including
making data calls. You could use that to dial any ISP via an old nokia.
