I typically get about 8-9 megabytes a second out of wu-ftpd (yes, I
know) to a ncftp over 100Mb/s and two hubs, both ends 2.2.15 or one end
2.2.17preX (can't remember what subrevision the "X" is), all kernels and
apps/daemons compiled for Pentium or better CPUs.

Try a 2.2.16 or 2.2.17preX kernel. I seem to remembering 2.2.14 having a
slowdown in TCP somewhere. The kernel upgrade is useful for security
reasons as well.
