Hmmm,

I don't know of any programs that are dependant on /tmp. Programs should be
fine after you restart them.

Did you try restarting xfs. If it still doesn't work and no messages occur, see
if there is a message in the syslog.

If you still have no luck, do an strace of xfs (eg strace /usr/X11/bin/xfs) and
see if you can see where it is failing. (or post me a copy of the output, so I
can decode it)
