You set up and configure the FTP server normally to get this.  To get
anonymous ftp you would have to add some extra.

'secure' is by the way not the first thing that comes to mind about
this configuration.  The password is sent in clear text over the net -
like telnet - and the communication can thus be intercepted by anyone
who could be bothered.  Perhaps you should have a look at secure copy
(SSH scp) instead?
