Time is a little bit elastic under Linux (under most operating systems).
It is difficult to guarantee that stuff happens at exactly the right
microsecond.
Ask a process control developer of Windows 9X is real-time, and they'll
laugh at you, hard, while looking at you strangely to see if you were
really joking...
Linux has real time extensions (RT-Linux) to make this possible, as does
Windows NT (if it hasn't crashed, ie be very, very careful what you
install on it, and if possible restart it regularly).
