The UPS that I have shuts itself off at stage 5. You tell the UPS how long
to stay up after the shutdown command has been issued (in my case about 40
seconds). When the power is restored, the UPS fires up and then as soon as
it is in on-line mode, it fires up the devices attached to it. As I
mentioned in a previous reponse, I am uncertain what happens if the power
comes back on in the seconds between the PC going down and the UPS shutting
itself off.
Thinking about it some more, I would be fairly certain the designers of the
UPS would have thought about that, and the UPS should start sending power
back to connected devices as soon as mains power is restored. In the case
of most modern PCs you can set the BIOS to come back up when power is
restored (the pre-ATX motherboards didn't need such a switch, of course).
This assumes that your PC has powered right down and is not left waiting at
the "power down now" prompt.
