Many thanks for everyone's advice.  Now I just have to steal enough
modem time from the rest of the family to get the gateway/ppp
interface/IP masqerading/firewall up and working to implement your
suggestions.
The point of the question was to find a way to cleanly kill the ppp
connection should someone else in the family need to use the telephone
to talk.  Oh for a second line!
