This has worked for me with any card I can compile the driver as a module with.
(That was a shockingly composed sentence)

Sound, Net, SCSI all work hotplug,
but the VGA gets initialised on bootup by the bios
and I don't believe the console driver/framebuffer driver is re-loadable
to re-initialise the card if you drop it's juice..

Hell, it'd be great to be able to re-intialise the ide driver, to add
new ide devices on the fly.. Can you do that is thats where your root filesystem
is mounted ?
I know you can re-scan the scsi bus.
