Do a "ps auwx" and check there are no other processes running that could
have the group file locked (or do a "fuser -v /etc/group") and check for
a file called something like "/etc/group-" or "/etc/group.lock" or
anything else that looks like it might be a lockfile. What the file is
actually called is dependent on the distribution.
