No, it's one image per floppy.
They are called disk images because they are an "image" of the entire
disk.

Rescue disk meaning the disk you put the "rescue.bin" image on. See the
Debian install guide (available from the same place you get the images, in
the doc/ subdirectory)

That's right. You are always advised to go to a mirror site that is
closest to you (in terms of network, not geographically)
