Yes, that is the best way - though bewarned that traceroute can only tell
you the route packets take from you to the remote site, not the way they
come to you - the routes are often the same, but not always.

The major Perth ISPs are connected to the WAIX (West Australian Internet
Exchange) and if yours is, you should always try and find a mirror site
connected to that, because it will almost always be faster.
