No, the Linux driver is fine, it's just that in my (limited) experience
with them, and the (not so limited) experience of others I have spoken
with about them, the RTL8139 is not exactly the most efficient Ethernet
chip around.  Personally I've never managed to get more than ~0.9Mb/s out
of them even on a 100Mb switched network.

I personally use network cards with the "Digital" (as in DEC)
"tulip" chipset - I used to recommend the Netgear FA310-TX, but they
switched to using Tulip clones which seem to cause the occasional problem.
Still looking for a decent network card with a real Tulip chipset.
