While this is generally accepted to be true for print (there are
dissenters even on that point), I think you'll find it doesn't apply on
monitors at current resolutions - the jaggies and stroke-width issues
mean that sans-serif is often easier to read on screen. When monitors
get up to 200-300 dpi, print rules will apply again.
This study, for example, found no significant difference between reading
speeds with serif vs sans-serif on computer screens:
