There's actually a rule of thumb that public telco's (used to) use that
between any two countries that use T series internally, the links are in
T format (USA, Japan, Canada, Latin America (I think) etc) while
everyone else uses E rates, including if one country used T internally. 
However with deregulation, commercial links (particularly sattelite etc)
and standardisation, E seems to winning out from the reading I have
done.
