Only if you define any non-Jan-1 new year date as foolish.  The Chinese
don't use April 1 as a new year date, their new year is generally late Jan,
of course with the actual date changing depending on the phase of the moon.

April 1 was formerly the new year because it was the beginning of (northern)
spring.  Not a bad idea really - Jan 1 seems kind of random in comparison. .
