I assume the above is a RedHat path. Debian is `/etc/init.d/httpd restart` 
and `/etc/init.d/mysql restart` respectively. YMMV. Indeed, YDistroMV.

Alternatively, `apachectl restart` should do it for apache; apachectl is 
the program (often a script) that ships as a part of the apache tarball; 
the system startup scripts on most distros call apachectl to do the real work.
