[plug] Mail permission

Anyone know where I can set the ownership permission of newly created files
in /var/spool/mail without having to script or manually do a chmod/chown ?

Using sendmail v. 8.11.4, procmail v.3.14.2 (no recipes) and ipop3d

ie. Scenario: create a new user (does not create /var/spool/mail/user file)
send mail to user and the /var/spool/mail/user file is create with certain
owner and perms <- where can I set this?
