Human hearing range is approximatley 20Hz-20kHz and intensities above 
0db but below 120db (that is the pain threshold... above this it 
hurts and causes damage). So theoretically you couldn't hear a sound 
at 27khz though I get the impression that you are confusing scales 
somewhere but I could be totally wrong.
