The ICS service sets up a DHCP server, which can be turned off/on with
appropriate registry keys.
Having shares going over the internet can be stopped by unbinding the
network adapter going to the internet from "file and printer sharing for
microsoft networks" in the network control panel.
Yeah I know this is a linux list ...
