samba would definitely make it easiest for windows to access shared files

To act as proxy for icq, to let icq run on other machines, either use a
socks5 proxy (will work with almost all windows versions) or use the
ip_masq_icq module (http://freeshell.org/~djsf/masq-icq/). The latter will
only work with the older versions (98,99a/b) and not 2000a/b, but will
work fine with licq and most other linux ones because most of them
implement the old protocol.

If you want to run console icq on the linux box, licq is brilliant -
somewhat bloated but incredibly functional. Although there are many other
console icqs out there. Worth a browse on freshmeat.net

ip masquerading... /usr/doc/HOWTO/IP-Masquerading-HOWTO explains a lot of
it.
